German Federal Ministry of Economic Cooperation and Development (BMZ)
The BMZ develops the guidelines and the fundamental concepts on which German development policy is based. It lays down the long-term strategies for cooperation with the various actors involved, and defines the rules by which these are translated into practice. Official development assistance (ODA) embraces all technical and financial cooperation projects which are agreed on in contracts entered into with the governments of partner countries. The BMZ commissions „implementing organisations“ (such as GTZ, KfW Development Bank, and InWEnt) to realise these projects.
The BMZ provides core funds to all it@foss operations.
European Commission / EuropeAid
The Asia IT&C programme co-finances mutually beneficial projects in Information Technology and Communication between Europe and Asia. After conclusion of the programme in 2005, the European Commission now supports projects that give special attention to small and medium-sized enterprises (SMEs) and recognise the key role being played by the information and technology sector in promoting trade and investment and mutual understanding between the EU and Asia under the Asia-Invest Programme.
The European Commission has substantially co-funded the COSGov Conference in Vietnam (2005) in the context of the Asia-Information Technology and Communication / Asia IT&C programme. Furthermore the European Commission will co-finance the it@foss initiative “Supporting Vietnam to generate business out of free and open source software” in the context of the Asia-Invest II Programme (Technical Assistance) in 2006 and 2007.

National Institute for Research in Computer Science and Automation of France (INRIA)
INRIA, the French national institute for research in computer science and control is dedicated to fundamental and applied research in information and communication science and technology (ICST). The Institute also plays a major role in technology transfer by fostering training through research, diffusion of scientific and technical information, development, as well as providing expert advice and participating in international programs. By playing a leading role in the scientific community in the field and being in close contact with industry, INRIA is a major participant in the development of ICST in France.
INRIA co-organized the COSGov Conference in Vietnam (2005). Furthermore INRIA will co-organize the it@foss initiative “Supporting Vietnam to generate business out of free and open source software” in the context of the Asia-Invest II Programme (TECHNICAL ASSISTANCE) 2006 - 2007.
UNDP Asia-Pacific Development Information Programme (APDIP)
UNDP Asia-Pacific Development Information Programme (APDIP) aims to promote the development and application of information and communications technology (ICT) for sustainable human development in the Asia-Pacific region. APDIP contributes to the achievement of the Millennium Development Goals by focusing on three inter-related core areas: (i) policy development and dialogue; (ii) access; and (iii) content development and knowledge management. APDIP’s work covers 37 countries from Iran in the west to Fiji in the east.
International Open Source Network (IOSN)
The International Open Source Network (IOSN) is an initiative of APDIP and supported by the International Development Research Centre of Canada. IOSN is a network with a small secretariat based at the UNDP Regional Centre in Bangkok and three centres of excellence – IOSN ASEAN+3, IOSN PIC (Pacific Island Countries) and IOSN South Asia, based in Manila, Suva and Chennai respectively. Together these centres promote the adoption of free/open source software, open standards, and open content for sustainable human development in the Asia-Pacific region. These centres serve as a clearinghouse for information, and they support research and development, networking, institutional strengthening and training.
InWEnt/it@foss partners with APDIP through IOSN to: (i) build capacity of FOSS advocates and trainers; and (ii) to foster sub-regional collaboration of FOSS developers, researchers and small and medium IT enterprises (SMITES) in the ASEAN region.

Institute of Information Technologies of Vietnam (IOIT)
The IOIT carries out studies on issues of informatics, mathematical and technical aspects of information technology (IT), as well as the application of IT in socio-economic systems and industrial manufacturing processes. It develops IT applications for different sectors, trains IT researchers, and organizes international cooperations in the IT sector.
IOIT co-organized the COSGov Conference in Vietnam.
National Information Communications Technology Development Authority (NiDA) of Cambodia
The National Information Communications Technology Development Authority (NiDA) of Cambodia is the only government authority in charge of IT promotion and development. NiDA has conducted several seminars to ensure awareness and the general understanding of the importance of Information Technology. In addition, NiDA has successfully connected the central government and is taking the next step to connect the local government.
NiDA, jointly with InWEnt and OFC, provides FOSS trainings in Khmer language. The trainings are part of the Cambodian national master plan on FOSS, implemented by NiDA and the Open Forum of Cambodia.
UP Manila National Telehealth Center
The UP Manila National Telehealth Center (NThC) was created in 1999 to promote the integration of information technology into health. This year, the NThC was named UNDP Center of Excellence in Free and Open Source Software in the ASEAN+3 sub-region. The UP Manila NThC hosts several FOSS projects foremost of which is the Community Health Information Tracking System.
